Although the agreements did not fully address border disputes and trade agreements, the Rush Bagot Agreement and the 1818 Convention marked an important turning point in Anglo-American and American-Canadian relations. An Ontario Heritage Trust plaque in Kingston, Ontario recognizes the Rush Bagot Accord (44°13′48″N 76°27′59″W / 44.229894°N 76.466292°W / 44.229894; -76.466292). A commemorative plaque also stands at the former location of the British legation in Washington, D.C. (38°54′13.7″N 77°3′8.4″W / 38.903806°N 77.052333°W / 38.903806; -77.052333), where the agreement was negotiated. On the grounds of Old Fort Niagara (43°15′48″N 79°03′49″W / 43.263347°N 79.063719°W / 43.263347; -79.063719) stands a monument with reliefs of Rush and Bagot and the words of the treaty. [10] The Rush-Bagot Pact was an agreement between the United States and Great Britain to eliminate their fleets from the Great Lakes, with the exception of small patrol ships. The Convention of 1818 established the boundary between the Missouri Territory in the United States and British North America (later Canada) at the forty-ninth parallel. Both agreements reflected the easing of diplomatic tensions that had led to the War of 1812 and marked the beginning of Anglo-American cooperation. The controversy began in Congress in early 1819, when Missouri applied for admission to the Union. Debates raged between those who wanted to limit slavery in Missouri in exchange for its admission as a state and those who wanted Missouri to be admitted as a state without preconditions.

The explosive issue of slavery, which had been somewhat counterbalanced by an equal division between slave and free states, resurfaced in the public debate. Those who supported slavery believed that states should decide for themselves whether or not to allow slavery. Those who opposed slavery wanted to stop its spread throughout the country. House Speaker Henry Clay eventually reached a compromise that balanced the slave state of Missouri with the Free State of Maine and limited the future expansion of slavery to U.S. territories. Bagot met informally with Secretary of State James Monroe and eventually reached an agreement with his successor, Acting Secretary of State Richard Rush. The agreement limited military navigation on the Great Lakes to one to two ships per country on each sea. The U.S. Senate ratified the agreement on the 28th. April 1818.

The British government considered that a diplomatic exchange of letters between Rush and Bagot was sufficient to make the agreement effective. On December 2, 1823, President James Monroe officially articulated a foreign policy position that became known as the “Monroe Doctrine.” Although it took only three paragraphs in the president`s annual speech to Congress, the Monroe Doctrine was one of the most influential foreign policy statements of an American president and remained a touchstone of American foreign policy until the twentieth century. HMCS Stone Frigate, located at the Royal Military College in Kingston, Ontario, was built in 1820 to store part of the British fleet dismantled from the War of 1812, which had been dismantled under the Rush Bagot Treaty. [5] This statement, which became known as the Monroe Doctrine in the 1850s, seemed harsh, but most countries knew that America had few lessons from it by force. However, as Britain had also favored Monroe`s policy, the United States was able to make a “free ride” on the back of the Royal Navy. Moreover, London had received a promise from Paris that France would not help Spain restore its colonies. On the final day of his term, Monroe vetoed the Cumberland Road bill that would extend construction of the Artery Interstate in Zanesville, Ohio. Monroe worries about the constitutionality of the law. .
